Instantiating a class template should not instantiate the definition of any scoped enumeration members. Later uses of an enumeration temploid as a nested name specifier should cause its instantiation. Update tests to use %clang_cc1 instead of 'clang-cc' or 'clang -cc1'. - This is designed to make it obvious that %clang_cc1 is a "test variable" which is substituted. An explicit instantiation definition only instantiations those class members that have a definition.
