mbim_compliance: Reorganize the tests structure to reduce clutter.
Creating folders for each test area: ControlRequest, DataTransfer, Error
and Descriptors. All the tests have their own control files to help run
them independently. This is to reduce the MBIM tests cluttering the
ChromeOS tests folder.
1. Creating an MBIM runner class to invoke subtests from each area.
2. Renaming all the tests files to "cellular_".
3. Change DOC description of tests to match the newer ones.
