Remove EXPERIMENTAL = True from all non-BVT tests.
The EXPERIMENTAL setting is being deprecated; the setting is a no-op
when the test isn't in the BVT and isn't in a suite with `file_bugs`
set to True. This removes the EXPERIMENTAL setting from control
files where the setting has no effect.

Specifying GCC as a dependency in the control file is not useful: this
field is for machine dependencies, not 'deps' that need to be installed
(which should be in the test.py itself).
