Move some qcom libraries to vendor partition
SoC-specific libraries must go to vendor partition so that we can build
a generic system image that runs on multiple devices.
For now, graphics libraries for msm8996 are moved. Ideally, almost
everything under /hardware/qcom will be moved to vendor.
