Introduce NativeAllocationRegistry API.
The NativeAllocationRegistry API provides a way to associate native
allocations with Java objects. The native allocations will
automatically be freed when the correspondong Java object becomes
unreachable.
Use NativeAllocationRegistry for BigInt.
