Add Chakma and Osage fonts
These fonts were taken from github/googlei18n/noto-fonts with Android
customization done by github/googlei18n/nototools (make android)
Bug: 62420016, 62419886
Test: Copy fonts.xml and the two font files to a device, reboot
Test: and visit the following two pages and see they're rendered
