The g_std and s_std operations are video-related, move them to the video
ops where they belong.

Replace current_norm by g_std. Also initialize the standard to the more
common NTSC-M format (which is also what current_norm used).

Rename all USB drivers with their own directory under
drivers/media/video into drivers/media/usb and update the
building system.
