init.flounder.rc: work around emmc timeouts that lead to read-only /data
We can't panic outright on mount (http://b/17382778)
But we must reboot (e.g. panic on emmc errors) http://b/17640053
This requires a kernel with the f2fs fix that honors the
errors=panic and does not just remount ro.

fstab: allow userdata encryption (use metadata1), fix init*.rc
* gpsd was not started correctly:
- too early which prevented encryption.
- its /data/gps directory was created before on-fs-data.
* Moved services that depend on /data to after late_start where they
belonged in the 1st place as /data is not available before late_start.

flounder: make aosp_flounder a t132 device
aosp_flounder is now a t132 device. aosp_flounder64 is currently
exactly the same, but it will soon become a multilib 64-bit build.
The kernel currently reports hardware flounder64 for t132 flounder
devices, so the init files are copied to both init.flounder.rc and
init.flounder64.rc. Later only init.flounder.rc will be installed.

Move creation of /data/misc/wifi and /data/misc/dhcp to main init.rc file.
mkdir /data/misc/wifi subdirectories and /data/misc/dhcp is performed

flounder: fix sdcard
The sdcard daemon is not starting because of a long failure chain
started by the /mnt/factory mountpoint not existing. Move it
to /factory, so it can be used for /factory/factory.prop by init,
and create the mountpoint.
