build-host-make.sh: Add GNU Make 3.81 sources + rebuild script
This patch adds the sources of GNU Make 3.81 to sources/host-tools/
It also provides a script to rebuild the binary from scratch, and
place the resulting program under prebuild/<system>/bin/
Note that this isn't used by the build system yet.
