Revert "Define USE_32_BIT_KEYSTORE for Volantis."
This reverts commit 1a537e0ce37164509d57db4e22e6a6256162f7c8.
This may be unnecessary, and probably causes problems.
To make sure we don't break the build I'm reverting this
change. If it turns out we can use 64-bit keystore, I'll
revert the other changes to makefiles that condition upon
this variable.

BoardConfig+device: Don't build a userdata.img, don't use F2FS on non-linux
A userdata image is not very usefull as it does not match
the size of the device(s).
Don't waste time building it.
Also, on non-linux HOST_OS, don't bother with host F2FS tools.
The end result, is that on Mac OS, it will build volantis,
then fastboot will only erase userdata instead of formatting it,
and once it boots up it will format the erased paritition.

Enable F2FS
This allows both F2FS and EXT4 to be handled at runtime.
The intent is to prefer F2FS. But the bootloader chooses
what /data will be formated as when the device is flashed
for the 1st time.
Recovery wipes (reformats) /data with the default in fstab
(in this case F2FS).
Uses the new
TARGET_USERIMAGES_USE_F2FS
BOARD_USERDATAIMAGE_FILE_SYSTEM_TYPE
fstab_mgr that knows how to deal with entries for duplicate mount points.
Also, remove the un-used USE_E2FSPROGS.

Netd triggers sys_module denials, but the flounder kernel has

flounder: make aosp_flounder a t132 device
aosp_flounder is now a t132 device. aosp_flounder64 is currently
exactly the same, but it will soon become a multilib 64-bit build.
The kernel currently reports hardware flounder64 for t132 flounder
devices, so the init files are copied to both init.flounder.rc and
init.flounder64.rc. Later only init.flounder.rc will be installed.

flounder: add support for aosp_flounder64 build
The aosp_flounder64 build uses all the same HALs, copies
a few *.flounder.* files to *.flounder64.*, and wraps
init.flounder64.rc around init.flounder.rc.
