Move videodev2.h to include/linux.
Modify all places that include the local header file videodev2.h to
change to include linux/videodev2.h. This is a special version of a kernel
header file that needs to override the one found in the bionic kernel
headers.

Disambiguate framework formats from exynos formats
Previously exynos hal code was using the framework definitions
of YV12 and NV21 to describe custom exynos formats that are
similar but not the same. This patch defines new formats that
describe the custom formats that should be used instead.

Fix camera to work with dma_buf
1. Switch camera to submig DMA_BUF buffers insetad
of userptr
2. Modify camera so that yuv buffers are now allocated
with one ion filedescriptor per plane
These file descriptors are now submitted to the camera
via v4l2 as dma_bufs
