Allow CorrectTypo to replace CXXScopeSpecifiers that refer to classes.
Now that CorrectTypo knows how to correctly search classes for typo
correction candidates, there is no good reason to only replace an
existing CXXScopeSpecifier if it refers to a namespace. While the actual
enablement was a matter of changing a single comparison, the fallout
from enabling the functionality required a lot more code changes
(including my two previous commits).

When pretty-printing tag types, only print the tag if we're in C (and
therefore not creating ElaboratedTypes, which are still pretty-printed
with the written tag).
Most of these testcase changes were done by script, so don't feel too
sorry for my fingers.

Update tests to use %clang_cc1 instead of 'clang-cc' or 'clang -cc1'.
- This is designed to make it obvious that %clang_cc1 is a "test variable"
which is substituted. It is '%clang_cc1' instead of '%clang -cc1' because it
can be useful to redefine what gets run as 'clang -cc1' (for example, to set
a default target).

Unify our diagnostic printing for errors of the form, "we didn't like
what we found when we looked into <blah>", where <blah> is a
DeclContext*. We can now format DeclContext*'s in nice ways, e.g.,
"namespace N", "the global namespace", "'class Foo'".
This is part of PR3990, but we're not quite there yet.

Improve diagnostics for missing members. This renames the err_typecheck_no_member to err_typecheck_no_member_deprecated. The idea is that err_typecheck_no_member_deprecated should be phased out and any call sites that reference it should call DiagnoseMissingMember instead.
