Add new APIs rsGetDim[XYZ]() and add RSTest test cases to exercise them.
Test UT_kernel3d does not pass reliably, so it is disabled for now.
Tests will not compile without related
platform/frameworks/compile/libbcc and
platform/frameworks/compile/slang changes.
