Add public resource definitions for the appcompat library
This CL adds public resources file declarations for the appcompat
library, and builds the library with version 1.3.x of the Gradle
plugin which will extract the public definitions into the AAR
for use by the tools.

Ensure LayoutInflaterCompat forces set the correct Factory
This is a follow up to Ib9cd690725b365ad40d4a6cf12c1e6dc6c0089fd
which makes sure that any subsequent merged factory is set to be
the designated Factory2. This ensures that we use the merged
factory over another Factory2.
Also bumped up the version number in preparation.

workaround for aar dependencies in pom.
Apparently depending on a non jar dependency in
a pom must include the type of the dependency, even though
the dependency declares its own type in its pom.
Since Gradle doesn't properly do this, a workaround
is to customize the pom on the fly to do this (until Gradle
is fixed).

Update version of support lib and maven repo.
Skip 21.0.1 since the non-maven extra package was updated
to 21.0.1 to include the multi-dex library. This will make
both the extra package and the max support lib version be
in sync again.

Properly handle OUT_DIR that can be relative to $TOP.
The build server calls gradle using $TOP as the cwd, not
framework/support. It also passes OUT_DIR as a relative path
to $TOP instead of an absolute path.
This made the Gradle script imcorrectly compute the true location
of out to be under frameworks/support.
In turn this leads to build server having output files stored
outside of their out/ folder causing impact on builds.

Use a single build tools version for frameworks/support.
Allows apps in the Android tree which depend on these libraries to use
a single build tools version in their own top-level gradle files.
For now the compile SDK is left alone. This means that projects must
still map both API 19 and API 21 full SDKs in their manifests.
