autotest: Migrate remaining tunnelled EAP tests
Add a new type Tunneled1xConfig which supports PEAP and TTLS
authentication types. Share the logic to build test cases between the
two types of tests.
TEST=This is a test, it passes. check1x_WEP and check1x_WPA still pass.
