Upgrade to new import methods.
This CL updates catapult/ to ToT and changes
prefix.html to use the new tr.importer.Import() class
instead of importing directly off of the model.

Update to catapult ToT for tracing.
This CL updates systrace to use tracing from the catapult repo instead
of the old trace-viewer repo. This CL is the result of running the
update.py script, removing the trace-viewer/ directory and adding the
catapult/ directory.
