enable video rotation+scaling for WiDi usage.

a). Video driver will provide 3 kinds of buffers as following:
scale rotate
normal buffer:1080P -------> scale buffer:720P -----------> rotate buffer:
specified size, such as 480P, 720P, 1080P, etc.
b). HWC will select rotate buffer and send to WiDi
