hwc: Do not set dynamic refresh rate when new composition is avoided
For Primary display, even in a case where new composition is avoided,
dynamic fps is being set to default value.As a result of this, dynamic
FPS appears to be always set at 60FPS even in idle screen.
It is better to keep it at the currently running refresh rate instead of
default value for such a case.
