WiFi-HAL: Support for timeout and resource failure events
Add support for below events,
1. Authentication timeout
2. Association timeout
3. Resource allocation failure
Driver sends these events with associated information.
Update the same to connectivity ring buffer.

Wifi-HAL: Enable connectivity events
As part of the Debug Framework support enabling the connectivity
events. The infrastructure support to parse the fw diag events
is also enabled.
