Raise the ulimit that the scheduler runs under
Raise the ulimit that the scheduler runs under. Some of the autoserv
processes it launches more ram (for brief periods of time) due to large
external processes they launch.

Set a ulimit on monitor_db to prevent it and all of its subprocesses from
ever growing unreasonably. None of them should use that much ram.
