shill: Rename "chromeos" -> "brillo" in include paths and namespaces
libchromeos is transitioning to libbrillo and chromeos namespaces
and include directory is changing to brillo.

License shill to Apache2
This patch automatically replaced the license on all text files from
Chromium OS (BSD style) to AOSP (Apache2), keeping the original year as
a reference.
The license header was added to .gyp and .gypi, the NOTICE was added with a copy
of the Apache2 license and MODULE_LICENSE_* file was added.

TEST=grep 'Chromium OS Authors' doesn't find anything.

shill: cellular: chromeos dbus proxies for DBusProperties and ObjectManager
Use the new ObjectManager proxy generated by chromeos dbus generator
instead of using the existing dbus::ObjectManager in libchrome,
since the new proxy is better suited for cellular's current usage
(e.g. service monitoring, single callback interfaces added instead of
one callback per interface).
Use the new Properties proxy generated by chromeos dbus generator
instead of using the existing dbus::Properties, since the new proxy
provides a single callback for properties changed signal and support
for cellular specific signal (MmPropertiesChanged).
While there, remove the invalid node name (object path) for ObjectManager
and Properties. Object path for these proxies will be provided through
the proxy constructor.
