Add dut_usage tool that queries the autotest DB for usage data.
Specifically this tool takes a time period and (hostname,platform_label)
and prints out a summary of the overall usage of the machine(s). The
time period is specified in a start_date, end_date of the format
m/d/Y.
Output looks like:
Total running time 5 days, 16:22:12
Total queued time 6 days, 17:41:32
Total number of machines 13
Average time spent running tests per machine 10:29:24
Average Job Time 0:42:23
Average Time Job Queued 0:50:16
Total duration 1 day, 0:00:00
Usage 0.437083333333
