Reinstate the optimization suppressing available_externally functions at -O0. Do not generate LLVM IR for available_externally function bodies at -O0, since we won't be using the definitions for anything anyway. Update tests to use %clang_cc1 instead of 'clang-cc' or 'clang -cc1'. - This is designed to make it obvious that %clang_cc1 is a "test variable" which is substituted. Implement proper linkage for explicit instantiation declarations of inlined functions.
