Generate timestamps for taking video screenshots.
The basic test will seek video to different times and capture a screenshot
at that time. We will then compare this image against a known golden image.
The known golden image was also captured using the same mechanism of navigating
video to specific timestamps.
** Collapse RandomSequenceGenerator and IntervalSequenceGenerator into utility methods

TEST=Ran local test that use the generators to generate time values and collect
to collect screenshots.
