cellular: Clear 8960 errors before starting tests.
The modem is reset before a test is started. This reset can lead to
errors on the 8960 (eg. lost connection). These errors need to be
cleared before starting the tests else the test may mistaken the errors
as being legitimate.

cellular: Fix registration timeouts when running cellular_Signal.
This CL fixes three things related to the registration errors when
running cellular_Signal with EGPRS:
- Removes persistent attach configuration option for GPRS in the
8960. This option causes some confusion with modem when
switching between GPRS and EGPRS.
- Update the reported technology now that GPRS/EGPRS is configured
correctly.
- Increase the timeout when waiting for modem registration.

3G: Port cellular_Signal to work with cros/cellular/mm1.py.
Using cros/cellular/mm1.py allows the test to work with cromo,
modemmanager and modemmanager-next. Also removed HSPA_PLUS from Icera
modem technologies because it is not supported. This caused
cellular_Signal to fail.

cellular_Signal: enhance test to verify with lost signal
Enhance cellular_Signal to verify behavior when signal is lost, but
the base station is not shutdown. Create a new control file,
cellular_ZeroSignal to run this specific test case

cellular_Signal: test changing radio access technologies
Test changing radio access technologies to ensure that the modem
reregisters on the new technology and properly reports the technology
