Servo v3: Add a test to flash servo keyboard map
This test is used to update the keyboard map on servo v3 such that
we can run FAFT on a ChromeBox by using the servo keyboard emulator,
instead of using an extra KM-232 cable.
BUG=chromium:551926
TEST=Ran the test by commenting out some of the logic as the current
test image does not have dfu-programmer.
