In a mem-initializer, a nested-name-specifier followed by an identifier always names a type. In the case of a dependent nested-name-specifier, build a TypenameType to describe the dependent base type. Update tests to use %clang_cc1 instead of 'clang-cc' or 'clang -cc1'. - This is designed to make it obvious that %clang_cc1 is a "test variable" which is substituted. When we know that we are parsing a class-name, implicitly construct a TypenameType if getTypeName is looking at a member of an unknown specialization.
