Provide a system API handle to PAL implementations
Introduce a set of CHRE system-implemented functions which are provided
to PAL implementations. These allow for PAL implementations to utilize
the same functionality as the rest of the CHRE system for more
consistent capabilities.
Also make some minor style cleanup.

Remove preview versions of CHRE API and PALs
These files will be re-added in an older state and then updated through
the incoming history merge from another repo.

Add initial preview of PAL APIs
Add first preview of Platform Abstraction Layer (PAL) APIs, which are
meant to provide a binary-stable interface between the CHRE reference
implementation and platform-specific drivers for GNSS, WiFi, and cell
info.
Test: compile test only
