Move ParseConnection*() to connection_utils.
We don't need real_shill_provider if USE_DBUS is 0, but we still need
these functions, and they have a duplicate copy in connection_manager,
so put them in utils and deduplicate.
Also moved StringForConnectionType() to connection_utils.

Handle AllowKioskAppControlChromeVersion device policy
When AllowKioskAppControlChromeVersion is set to true, get the
required platform version of the auto launched kiosk app from
Chrome and use it as the target version prefix. If the required
platform version is empty, ignore update disabled policy and do
AU to latest.

Re-license update_engine to Apache2
This patch automatically replaced the license on all text files from
Chromium OS (BSD style) to AOSP (Apache2), keeping the original year as
a reference.
The license header was added to .gyp and .gypi files, the NOTICE was
replaced with a copy of the Apache2 license and MODULE_LICENSE_* file
was updated.

TEST=grep 'Chromium OS Authors' doesn't find anything.

update_engine: Add override when possible.
Google Style Guide requires to include the "override" keyword
when overriding a method on a derived class, so the compiler will
catch errors if the method is not overriding a member of the base
class.
This patch introduces the "override" keyword when possible.

update_engine: UM: More permissive use of P2P.
The logic we had in ChromeOSPolicy so far was not as permissive as the
original in P2PManagerImpl::IsP2PEnabled(). Specifically, we want to
allow P2P even if a device policy does not have this value set, but
otherwise indicates that the device is enterprise-enrolled.
This also renames the owner variable name so it is consistent with the
rest of the variable names (no get_ prefix).

UpdateManager: Adjustments for cpplint.
- Rename header file guards.
- Added missing #includes.
Note that the linter still barks about C++11-style curly-braced member
initialization; there are abundant uses of this and we should probably
upstream a change to accommodate that.

Rename the PolicyManager to UpdateManager.
This change renames the PolicyManager class, directory, tests, etc,
to avoid confusion with libpolicy and its classes.
