autotest: Make testing with local APs easy
Stop a trend where developers juggle the real dynamic AP list with
a private list of APs they have locally. Allow them to test with both
types of routers at once. Ignore relevant files so that git doesn't
complain.
TEST=Added some routers locally, tested against them. Also tested
with network_WiFiChaosPSK.debug to make sure the real use case isn't
perturbed.
