[autotest] Adding libraries to control RF Switch for enclosures.
* RF switch uses SCPI protocol to get and set status of relays
* Lib scpi.py provides controller for SCPI devices
* scpi_ssh_tunnel.py will allow interfacing with a SCPI device over a
SSH tunnel proxy.
* rf_switch.py will provide additional methods for controlling
the RF Switch.
* rf_switch_ssh_tunnel.py allows interfacing with the switch
over a SSH tunnel proxy.
