When testing manually, I'd like to be able to verify that 802.11n
support works. Update the AP configuration in network_WiFi_Manual
accordingly.

This test provides a convenient way to fire up an AP in a wificell,
for manual testing of wifi. In particular, this is useful in
combination with the suspend_stress_test script.

BUG=None

Manual test
-----------
1. run this test on a wificell
2. run "iw dev mlan0 scan" on the chromebook in the same cell
3. see that the chromebook finds the "manual_test" SSID
