Fetch gl.xml, egl.xml from Github repos
SVN repository containing gl.xml and egl.xml is no longer updated.
The new locations for these files are OpenGL-Registry and
EGL-Registry repositories on Github.
Adjust fetching scripts to use the new locations.

Updating framework/opengl to support OpenGL ES 3.2
- Updated src_util.py to download appropriate gl.xml from Khronos.
- Dropped EXT/KHR suffix in certain function names
- Context wrapper is no longer created if native context fails to be created
