Add cgroup regression tests to LTP: Those testcases can reproduce bugs we found in cgroups, and is useful to track future regressions. Note: this test may crash the system with older kernels, so it is disabled for kernels older than 2.6.29. Another note: getdelays.c is linux-2.6/Documentation/accounting/getdelays.c.
