Increase the allowed number of retries The max number of retries is the tpm2 code is completely inadequate for the non-orderly shutdowns, it locks up the tpm for 1000 seconds after three reboots. This patch increases the number to 200 for the time being, this should allow rigorous testing of other platform's features without repeatedly locking up the TPM in the process. On the long run a more comprehensive solution is needed, maybe password attacks and non-orderly reboots need to be treated separately with different lockout limits.
