Separate out MediaCodecsXmlParser and implement IOmxStore and IOMXStore.

Organize header dependencies
Header files that are exported are moved to a specific place for
exporting.

Run codecs in a separate process
Encoders and secure decoders still run in the mediaserver, while
all other codecs run in a separate codec process.
