Stop holding mProxyLock while downloading PAC script data. Holding PacManager#mProxyLock for long time eventually causes ANR when launching new applications. 1. ActivityThread#handleBindApplication blocks until ActivityThread#handleBindApplication -> ConnectivityService#getProxyForNetwork() -> ConnectivityService#getDefaultProxy() obtains the lock of ConnectivityService#mProxyLock 2. ConnectivityService#mProxyLock can be held by ConnectivityService#setGlobalProxy() running on another thread until ConnectivityService#setGlobalProxy() -> ConnectivityService#sendProxyBroadcast() -> PacManager#setCurrentProxyScriptUrl() obtains the lock of PacManager#mProxyLock 3. Before the CL, PacManager#mProxyLock could be held by mPacDownloader#run() on mNetThread until downloading a PAC script completed. The CL fixes the step 3 so that mPacDownloader#run does not keep the lock of PacManager#mProxyLock. It eventually fixes long blocking at ActivityThread#handleBindApplication and ANR when launching an application. StrictMode to detect untagged network traffic. Network usage is tracked by the kernel at the UID level, which is granular enough for normal apps, but large components (such as the system server) are impossible to debug without adding additional socket tagging to help identify subsystems within a UID. To help ensure that system components tag all their network traffic, this change offers a new StrictMode option to detect and report untagged sockets. Download PAC when set after a diff PAC URL Fix bug where rather than downloading new PAC file, the system would just send out broadcast saying proxy has changed. Now trigger a download of the file, and let the broadcast be sent when the download is complete. It is safe to pull out this port check as it is also performed at the time of trying to send the broadcast, and when the port is received. Removing it takes out a chance of any weird race conditions about setting the PAC and changing it before the callback completes. Bug: 17654639 Change-Id: Ic166d8f42bc388998a5aade147579d3ae1355c77

Fix crash in PacManager The PacManager would clear the pac url by setting it to null, however everywhere else, pac url is cleared to Uri.EMPTY.
