Add scaling converters and secondary converters.
Scaling converters scale, as the name implies.
The two wrapping converters, map & ranged sanitize
data for sending to V4L2, either converting a value
to be within a map, or within a range, respectively.
(These are intended for use with V4L2 int menu and int
controls, respectively).
TEST: Unit tests pass
