Split GPS HAL for older targets
Targets based on the msm8960 build will use
the code under the msm8960 folder. This split
is because there is no QMI support for 8960
based targets. The code under msm8960 will not
be updated for PDK. Newer targets will
continue to use the current path for GPS HAL
