trunks: Fixes and enhancements to support tpm_manager on brillo
- Enhanced NV utility methods

trunks: Update libchrome APIs to r395517
The new libchrome has been ported from Chromium and some APIs have
changed. Make necessary changes at call sites.

trunks: Fix generator to match manual changes.
The generated code has had a few changes that were not direct generator
output. This fixes the generator so it now outputs the existing code
exactly.
