[autotest] Add a new tool for automating DUT deployment.
The new tool automates the following operations for a given
list of DUTs/board:
* Basic sanity testing of each DUT+Servo assembly.
* Installation of the initial test image on each DUT.
* Creation of the AFE database entries for the DUTs.
* Assigning the DUTs to their initial pools.
* Setting the stable repair version for the board.

TEST=Run against DUTs borrowed from the lab using a local instance
