nir: Switch the arguments to nir_foreach_function
This matches the "foreach x in container" pattern found in many other
programming languages. Generated by the following regular expression:
s/nir_foreach_function(\([^,]*\),\s*\([^,]*\))/nir_foreach_function(\2, \1)/
