More sample count cleanup: rename getSampleCount -> getRenderTargetSampleCount because it will return 0 when a config is not renderable but *is* supported as a texture format. Add return value to doLazyInstantiation to know if it succeedes. This allows us to return nullptr in places where we try to instantiate immediately and it fails.
