c2: rework C2Config.h header dependency
- move enum macros from C2Config.h to C2Enum.h
- move enum helpers from C2ParamUtils.h to C2Enum.h
- move _C2MacroUtils into the main Codec 2.0 headers
- move C2UtilsTest into main Codec 2.0 tests
- remove C2Config.h from C2Work.h
- remove _C2Tuple from C2ParamUtils.h
