Encoder: fix vcm tearing issue
BZ: 75730
The old VCM firmware uses P macroblock skipping when the averate
bitrate or slice size trend to exceed the target one. Port new DDKv435
to change the behavior, which will use high QP to encode macroblock
instead of skipping them.
