Clarifying comments and todos, update current.txt.
**Note, hashes are being modified in place ONLY
because this interface has not yet been released
in a release of Android.
Updated comments for clarity nearby
some removed todo's on telephony APN
and GNSS demodulated satellite data bits.

Add annotations to create gnss-base.h
This is required to make sure that the constants in gps.h does not
ever go out of sync with the enums created out of them in the HAL
interface definition.

Gnss Hal Minor Cleanup
Enum sizes and names cleaned up, fixed errors in comments,
cleaned up some variable names.
Also removed AGnssRefLocation since it appears to be unused.
