Adds support for qcom_hexagonv60_nanohub-uimg
- Allows for building nanoapps that run in uImage on Qualcomm's
adaptation of Nanohub on Hexagon v60.
- Pending release of the app_support_uimg.cc source file which is
currently marked as not imlpemented with #error.

Test: Compile-only of hello world, verify that NOTICE is visible in the
Android Open Source license UI
