Software-only NVRAM HAL module for testing
This adds an NVRAM HAL module which is actually not backed by storage
but keeps its state within memory of the embedding process. While this
doesn't meet the persistence and tamper evidence requirements of the
NVRAM HAL, it's useful for testing the reference implementation, and
for testing conformance tests.
