MIPS: MT: Remove SMTC support
Nobody is maintaining SMTC anymore and there also seems to be no userbase.
Which is a pity - the SMTC technology primarily developed by Kevin D.
Kissell <kevink@paralogos.com> is an ingenious demonstration for the MT
ASE's power and elegance.
Based on Markos Chandras <Markos.Chandras@imgtec.com> patch
https://patchwork.linux-mips.org/patch/6719/ which while very similar did
no longer apply cleanly when I tried to merge it plus some additional
post-SMTC cleanup - SMTC was a feature as tricky to remove as it was to
merge once upon a time.

MIPS: Always register R4K clock when selected
Always register the R4K clocksource when CONFIG_CSRC_R4K is selected,
regardless of selected support for other clocksources. The kernel will
select the best clocksource based on their ratings, making it safe to
register R4K unconditionally and use it as a fallback should the
kernel be run on a system where other selected clocksources are
inoperable.

I introduced it as a fallback because early revisions of Alchemy hardware
we shipped had a non-functional 32kHz timer and had to rely on the r4k
timer instead. Previously the r4k timer was initialized regardless, but
it's useless with the "wait" instruction.
So long story short: I need either the on-chip 32kHz timer OR the r4k
timer if the 32kHz one is unusable, but not both, and r4k timer is useless
when au1k_idle is in use.
The current in-kernel Alchemy boards all work with the 32kHz timer, so I'm
not against removing R4K_LIB symbols.

mips: Use generic mult/shift factor calculation for clocks
Replace the MIPS functions of mult/shift factor calculation for clock
events and clock sources with inline functions which call the generic
functions. The minimum guaranteed conversion range is set to 4 seconds
which corresponds to the current MIPS implementation.

MIPS: SMTC: Fix xxx_clockevent_init() naming conflict for SMTC
Commit 779e7d41ad004946603da139da99ba775f74cb1c created a name collision
in SMTC builds. The attached patch corrects this in a a
not-too-terribly-ugly manner. Note that the SMTC case has to come
first, because CEVT_R4K will also be true.

MIPS: make cp0 counter clocksource/event usable as fallback.
The current mips clock build infrastructure lets a system only use
either the MIPS cp0 counter or a SoC specific timer as a clocksource /
clockevent device.
This patch renames the core cp0 counter clocksource / clockevent functions
from mips_* to r4k_* and updates the wrappers in asm-mips/time.h to
call these renamed functions instead.
Chips which can detect whether it is safe to use a chip-specific timer
can now fall back on the cp0 counter if necessary and possible
(e.g. Alchemy with a follow-on patch).
Existing behaviour is not changed in any way.
