If socket destuction gets delayed to a timer, we try to
lock_sock() from that timer which won't work.

Use bh_lock_sock() in that case.

Many-many code in the kernel initialized the timer->function
and timer->data together with calling init_timer(timer). There
is already a helper for this. Use it for networking code.

The patch is HUGE, but makes the code 130 lines shorter
(98 insertions(+), 228 deletions(-)).

When the sk_timer function x25_heartbeat_expiry() is called by the
kernel in a running/terminating process, spinlock-recursion and
spinlock-lockup locks up the kernel. This has happened with testing
on some distro's and the patch below fixed it.

Lots of places just needs the states, not even linux/tcp.h, where this
enum was, needs it.

This speeds up development of the refactorings as less sources are
rebuilt when things get moved from net/tcp.h.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.

Let it rip!
